The Canadian Council of Ministers of the Environment established the Air Quality Management System (AQMS) in 2012 which is a collaborative framework for improving air quality across Canada. Under the AQMS, provinces and territories are required to establish air zones within their jurisdictions for reporting and managing air quality.
The MOECC recently posted a proposal and supporting documentation for the Delineation of Air Zones for Ontario on the Environmental Registry (EBR 012-4347) for a 45 day comment period, which you can access here.
